If they use a web proxy, it may be the case that there isn't even any firewall at all - their internal network may be completely isolated from the Internet and the only way out is through the dual-homed proxy host. There's not much anyone can do in this case to enable VNC traffic (maybe running a SOCKS server on the proxy machine? - but this must be done by its administrator...)
