I'm new to VNC and tunneling, but found I can make a tunneling connection with Cygwin/OpenSSH and Mindterm as well as Putty.
I have an old version of Mindterm (2.1) that includes a graphic SCP client. Its small and portable and doesn't install, so would work from a flash drive.
