Unfortunately, the TAB key does not work with the Java viewer. The patch for this has been posted multiple times over the years (by myself and others), but for some reason never makes it into the release. If you have the wherewithal to modify the Java source and rebuilt the VNC Server, here are a couple of old links describing the patch:
