There is no VNC server bundled with MacOS X.  Having said that, Apple 
Remote Desktop is *based* on VNC, including using the standard VNC port 
number and claiming to support the RFB protocol.

You may be able to run VNC Viewer with the Protocol 3.3 option selected in 
order to connect to broken VNC-based servers (recent VNC Personal and 
Enterprise Edition viewers attempt to do this automatically where 
required).

Your best bet, however, is to install a VNC or VNC-compatible server 
instead.
