Are you using the stock VNC package that came with Red Hat?
If so, you will find a file /etc/sysconfig/vncservers. Simply add the user and display you want to be started at boot-up.
Make sure you have enabled the /etc/init.d/vncserver script as a service:

   chkconfig --add vncserver
   chkconfig --level 35 vncserver on
