Hi, The problem you describe isn't something that VNC can cause. It's possible for a key to become temporarily "stuck" in software, such that pressing & release it on the physical keyboard (or remotely) will correct it, but that can't cause problems across reboots. VNC Server doesn't touch the keyboard until a connection is made to it, so it wouldn't cause such behaviour on startup.
If you've changed the keyboard & drivers then the only other option I can think of is that you've installed something on the computer that is mucking about with the Windows Key on startup.
