To compliment my pal Carlyle's X advice; with the Windows client and
server, it should be possible to modify the resources directly in the
WinVNC.exe and vncviewer.exe executables.

All you need is a copy of Visual Studio running under Windows NT, open
the exe files as resources, modify all text into French and save. 

Facile peas-ile, as they might say in France.
