The VNC server and viewer support multiple viewers, via the 'Shared
Connection' option.
This can be set when connecting a viewer (in the option, 'Request a shared
session').
As for security, the AuthHosts setting in the registry (check the
documentation) can be used to limit connection based on the viewer's IP
address.
IP ranges can be set to be auto-accept or auto-reject.
I suggest looking at the documentation page
http://www.uk.research.att.com/vnc/winvnc.html for registry settings
available.
