You won't find such documentation for a while, especially for the
-quality option. For now it exists only in preview releases of the
tight encoding patches and is not described well in my documentation
for tight encoding (please wait until stable release, 1.2). In short,
the -quality option enables lossy JPEG compression and lets you choose
a tradeoff between image quality and compression ratios.
For example, for highest compression level and poor quality of
full-color areas, use:
$ vncviewer -tunnel -compresslevel 9 -quality 0 your.host:display
