Tight encoding is optimized for low-bandwidth networks. There's a link to
the home page in the contributions section of the VNC web page. You "set
it up" either by patching the source and recompiling, or using a
distribution that already did that for you (e.g. TridiaVNC).

The viewers all have switches or dialog boxes for selecting from the
available encoding mechanisms. It depends on your platform. Refer to the
viewer documentation for a general overview.

Personally, I think the AT&T binaries are easy enough to install, but then
I'm not a typical end-user. *shrug* Any benefit is strictly in the eye of
the end-user. Your mileage may vary.
