VNC adapts to the available bandwidth. Latency is the big issue with how
well VNC behaves, although very slow networks (such as 10kbps) will
introduce enough latency due to the bandwidth constraints that they will
behaves very poorly. Usually around 100kbps is bearable. Note that VNC
tends to be a bursty protocol, so multiple clients sharing a 1Mbps
connection, for example, may behave far better than you'd expect.

WinVNC can handle around 3 or 4 although not very well. Xvnc can handle
many many more. There are proxies contributed externally which do a better
job with multiple connections.
