true , Active Desktop is *not* supported by the "Remove Wallpaper" feature

anyway , the Active Desktop should be mandatory disabled entirely by windows
policy ,
as it known to have a lot of overload and security issues.
if Active Desktop is not your case,
then maybe you are putting the reg key not in the right branch category.
