The fact that there is a setup.exe process means that installshield is
running. One possibility is that it is getting confused by existing
registry entries on the machine.
Are there any entries under HKLM/Software/ORL/VNC ?
If so then delete them and retry the install.
Otherwise, I'm afraid it's impossible to say why it isn't running - it could
be any other rogue program on your system, such as a virus checker or other
low-level program, affecting InstallShield's execution.
