Sounds like you have not got it running as a service. There should be an option under Start Menu/Programs/VNC/Administration for Install VNC Service, for Tight all it is is this:
"C:\Program Files\TightVNC\WinVNC.exe" -install Once it is running as a service you can "send c/a/d" as per normal.
