Yes, it's possible starting from TightVNC 1.2.1, like this:

  vncviewer -encoding hextile
  vncviewer -encoding tight

TightVNC >= 1.2.1 comes with an installer which makes a few shortcuts
under the Start->Programs menu, and you can see that it installs two
different shortcuts for the vncviewer: one of them uses hextile
encoding for fast compression, while another uses tight (which is the
default in TightVNC) on its maximum compression level. You can treat
these two shortcuts as examples on how encoding names and other
options could be provided in the vncviewer command line.

By the way, I think vncviewer -help should work, too. ;-)
