I'm reasonably sure the only way to "remotely restart" on NT/2000 would be to have remote console access, as you suggest. I believe that 2000 Server comes with a telnet server, I don't think Professional does. There's a utility for NT in the Resource Kit called "rconsole" (looks like a port of unix rsh). Otherwise, if you're comfortable with unix, you may look at either MKS (URL eludes me), which is a commercial (costs money) unix-like shell and utilities for NT/2000, or Cygwin, which is similar, but free (http://www.cygwin.com). I believe you can either set up SSH or rsh with the last 2.
