Resource Hacker is simply changing the source code...

Therefore, I would not be violating the GPL.

(If I am mis-reading the following snip from the Resource Hacker web site,
let me know:
"Resource HackerTM is a freeware utility to view, modify, rename, add,
delete and extract resources in 32bit Windows executables. It incorporates
an internal resource script compiler and decompiler...") - doesn't sound
like it changes the binary coding..
