PowerPlant is distributed as source, however it's part of CodeWarrior.

Probably - they both use the same system headers, although you may find that
some bits of PowerPlant rely on MSL (the Metrowerks C library) rather than
StdCLib (the MPW C library).

That's correct (although they can be exported to XML).
