Can you ping the server with the IP you are using? If not, then that address is not being routed to correctly. If you can, try to telnet to port 5900 of the VNC server. For example, if it's IP address is 192.168.1.1, then you can launch the Windows telnet client like this: telnet 192.168.1.1 5900 and see if the VNC server is running. If it is, you will get back a message like this: RFB 003.003 If it is not running but you can reach it, you will get back a message similar to "connection refused".
