I consult to many CLECs and ITSPs. When we are deciding on a softswitch, we usually go over a few questions:

1) Who are you selling to - B2B or B2C?
2) What is the culture of your business - techie or sales?
3) Do you mainly buy or build? Why?
4) Realistically what scale are you planning for?
5) Who are you targeting and with what bundle of services?
