The only SIP devices I've seen without keypads are SIP door phones. I would 
suggest finding an analog phone with no buttons and pairing it with an ATA set 
to auto dial whatever you'd like.

This brought back memories of seeing the red phones in Sears and JC Penny 
stores for catalog ordering.
