Porting.com, the NPAC's own LTI, Port PS, or anyone else running an LSMS can get you real-time data, for a price. That price might vary drastically depending on what you consider "bulk". Some of the non-API methods are limited by the number for TNs per query and might charge some overage on TNs per month.
An alternative is to find someone who is getting nightly bulk data downloads and have them scrub your data en masse.
