Obviously, this is just a random guess. But if you frequently interact with Microsoft support or other customer centric channels, you will probably notice that their standard services are not in particular targeted or easily consumable from Telcos or Internet Service providers. Furthermore, perhaps many of these customers could not so easily migrated to their existing cloud services as they might expected from the investment business case.
So, it could be beneficial from a Microsoft point of view for company process efficiency and product margins to get rid of this "difficult" customers.
