It's probably a binary format where you'll need to know the byte off-sets
for each field.  I haven't done it for this format, but we looked at doing
it internally for another C15 (Nortel/Genband/Ribbon) file and decided
against it.  Turns out they had a free (if you have full support) program
that would decode them.  I've seen the AT&T Cabs files and never found an
easy way to decode them.  They used to ship us a CD with the files, but
someone lost the program CD to use to decode it.
