Carolyn McCarthy (D-N.Y.) has proposed turning the federal "No-fly list" into a prohibition on firearms possession. The Backgrounder analyzes her proposal and other proposals to use suspicion-based lists as a basis for prohibiting the exercise of Second Amendment rights.
