   Last month, the city of Berkeley became the first local jurisdiction
   to regulate nanotechnology as such. The New York Times [1]reports that
   businesses within Berkeley that use nanoparticles measuring 100
   nanometers or less in any dimension are required to file reports with
   local regulators. Interestingly enough, the regulation exempts the
   University of California and Lawrence Livermore Laboratory.
