   Which states have the highest and lowest starting ages for
   unsupervised driving, though perhaps with limits on time and number of
   passengers? (My source is the [1]Insurance Institute for Highway
   Safety.)

   South Dakota: 14 years 6 months, or 14 years 3 months with driver
   education.
   New Jersey: 17 years.

   1 sets the age below 15 (South Dakota). 5 set it at 15 years to 15
   years 6 months.
   33 set it at 16.
   10 set it at 16 years 1 month to 16 years 6 month.
   1 sets it at 17 (New Jersey).

   According to [3]Europe.Org, "in most [European Union] countries the
   minimum age for driving is 18."
