Rep. Ron Paul [1]urges that Congress use its neglected constitutional power to "grant Letters of Marque and Reprisal." Seems like a good idea to me. Before commenting, please read the Politico article, which address various ways in the Letters might need to be updated from their 19th century predecessors. Especially welcome are comments about how well the Letters of Marque and Reprisal worked in the Early Republic, and what we can learn today from those historical experiences.
