   University of Montana Law Professor Rob Natelson (who is also a Senior
   Fellow at the Independence Institute) and I discuss the original
   meanings of the "privileges and immunities" clause in this [1]46
   minute podcast. Natelson is the author of a recent article in the
   Georgia Law Review on the topic.
   Please note that we are talking about the provision in Article IV of
   the Constitution's main text: "The Citizens of each State shall be
   entitled to all Privileges and Immunities of Citizens in the several
   States." We are not talking about the Privileges OR Immunities clause
   of the 14th Amendment: "No State shall make or enforce any law which
   shall abridge the privileges or immunities of citizens of the United
   States."
