Yes, I agree, in those cases, I always recommend the Fluke 5440/5442 manual for a very nice description and schematics of a precision PWM divider.

Those dividers are very stable, but in precision grade, they are also very complex.

If not so many digits are required for precisely dividing voltages, especially decade division (10:1, 100:1) or the first decade (of a KV) only, then self-calibrating resistive divider chains are much easier to realize.
