Is one used as an exponent, and doesn't need all segments to work?

Yeah,  and it's a weirdo too.  Each digit is built as two seven-segment
displays,  so there are two cathode lines and 7 anode lines per char.  All
the current 7 seg displays have 14 anode lines per char.  

I've thought of doing a replacement front panel board (probably using a
micro and LCD display),  but only one segment is bad and it does not affect
the usability of the display... too much work for now.
