Many organizations require procurement contracts to include an assortment of spares. When instruments are retired, any remaining spares become unnrecessary and may be sold as surplus.
(The instruments themselves often do not reach the surplus market -- one of my clients recently crushed 24 3458As along with other instruments that would have been worth hundreds of thousands of dollars on ebay.)
