Yes it is, don't send them anything ;-) It's the Benin variant of the well-known Nigerian Scam (See http://www.google.com/search?sourceid=navclient&querytime=1RV13B&q=Nigerian+ Scam) It's the only international spam tghat I also received on paper (see http://www.caspers.nl/content/nigerian-scam.pdf) but I receive many more emails with these "offers". But there are actually people who believe it and make appointments with these criminals, they all get robbed of course...
