The purpose of backup hosts with higher MX records, is to provide backup/storage until the main server comes back online again. The mail will be held until it reaches the expire time (most mailsers use about 5 days by default) with a warning sent after a specified time, usually about 4 hours. You could increase the warning timeout to longer than the server will be off line so they don't get sent at all, then the mail will just sit until it finds the real mailserver as long as that is before the expire time is reached.
