Apparently if a lot of people use his list, then it is them that is
missing out on the legit mail, because the operator of that list
specifically says that it is not recommended to use his list as an RBL
because he blocks the entire upstream providers of spammers. 

Contact the admins that you get bounces from and ask them what the heck
they are thinging using such a list.  By reading the list admins page
about the list, it makes perfect sense to not use it. He even blocks
people that have sued rbls for one reason or another.

Hi Bill, I agree that it's not ilegall but do it on a public RBL server
is nonsense.

If it's a unknow RBL server no problem, but I know a lot of SMTP servers
uses this RBL to accept mail from.

I already saw messages in this list about this RBL server, so I sent
this e-mail just to warn about it.

But "no charge will be made and the entire deposit will be refunded " is
a joke.... we are not talking about US$5,00 but U$1.000,00!
