Not with that version no.   I think multi-rbl support arrived in version 4.4 of VOPMail historically speaking.

The RBLs I've recommended to some people (based on what some users are using are as follows):

        relays.ordb.org (blocks open relays)
        proxies.monkeys.com (blocks open proxies)
        formmail.monkeys.com (blocks sites with open formmail exploits)
        dynablock.wirehub.net (blocks dynamic IP blocks used by dialups)
        opm.blitzed.org (blocks open relays)
        dialup.visi.com (blocks dynamic IP blocks used by dialups)
        relays.visi.com (blocks open relays)
        sbl.spamhaus.org (blocks known spammers)

 
     - national blackholes:
