Your email didn't specify the type of mailbox you want to create - NT, Registry, or Database.  Todd's approach is a good one for creation of Registry Mailboxes.  If a database mailbox is acceptable, you can take the list, import it into MS Access  (or another supported database), and follow the VopMail instructions for creating the mailboxes en masse.
