What ISP is providing the dial-up access?  Maybe that ISP is blocking port
25 (SMTP) which means that your dial-up customers will need to use their
ISP's SMTP server.  Are they able to telnet in to your mail server on port
25?  From an MS telnet session type:

open mailservername.yourdomain.com 25

They should be able to see the Vircom/Modus SMTP welcome banner.
