On Ascend boxes I believe there is a "switch" you need to enable to send these attributes, and on Cisco's I think you need a certain level of IOS to be able to enable it... You might check with your vendor if you don't see them right now...

As you can see (highlighted in red), we're saving the values but they are coming in as zero. That means that the NASes or proxies that are sending the accounting stops arent' sending those two attributes.
