IF your access servers provide a way to discover users on your access
servers (SNMP or Watchdog packets) you can stop radius and delete the online
users file in the radius directory. You will then see no users online when
you start radius again however within a few minutes you will see new and
discovered users showing up. 

IF you don't support snmp or watchdog and you do this, you will have users
connected that don't show in online users. Furthermore, they won't show up
until they disconnect and authenticate again.

VOPRaidius 3.5

Is there a quick way to purge all users from VOPRadius?  We have reach 
our limit with ghost users and removing them from the radius interface 
is slow going, noit to mention that some users are not going to an 'end' 
state after clicking the remove button.
