Yes, that would be an efficiency of 33+ % for nuclear - which is pretty close to the average, it seems. The 1-3.5 ratio mentioned is the approximate waste heat ratio of automobiles. Newer cars may reach 30-35% eff. but the older ones are in the 20% range so the average for waste heat compared to usable energy is that higher ratio. Sorry for the error.
