I don't see how. If the original highly efficient device was hand made and could not be mass produced, no problem. All Rossi has to do is make another one the same way as the original and give it to DOD. They could have analyzed it and had it made by other more capable mass producers. Instead, if I understand the story correctly, the original device was never given to DOD and no efficient device has ever been properly or independently tested. The entire story of a highly efficient device to convert thermal energy to electricity is thus nothing but "Rossi said". Did I miss something here? Is there a single proper well done independent test of his highly efficient TE converter? If so, where? I don't care what the mass production failures were caused by. That was years ago. There is no reason why the device could not have been reproduced since then if it was real. The best explanation of this whole story is that Rossi was scamming DOD for money. Otherwise, he would have made another sample and provided it to DOD.
