This thing is a variant of the Minato motor--it has exactly the same sort of "asymmetrical" magnet arrangement. the only difference is that instead of using an electromagnet to drive it, he claims that the permanent magnets will drive it.
More B.S.--I actually built a Minato motor from the patent when I was at Infinite Energy--the odd arrangement of the magnets does make the rotor spin in ways you're not used to seeing, so it's easy to fool yourself into thinking something exciting is going on when, in fact, it isn't.
