If we use mini-airships, blimps and balloons which have windmills and solar panels on them as well as communications equipment, then we can have windmills floating above every city to generate power, and to be used as a local low earth orbit satellite communications system. Moveable blimp windmills can avoid weather damages also. A simple power cable can connect the blimb to a power station to transfer the power.
