Then why not cold-tenuous upper atmosphere (time delineation) of water or
atmospheric
gases that end up in surface-ground water to fuel the  Schaeffer, Huffman,
Griggs, and
Potapov devices, even cavitation-sonoluminescence devices too?

Not to mention WIMPS and super-energy cosmic rays.  :-)
