I think it would be more effective to contact newspapers, bloggers and other people in the media, rather than contacting the DoE directly.
I was going to mention here that a Google search for "James Horwitz Basic Energy Sciences" instantly reveals Dr. Horowitz's address, telephone number and so on, but it would not be fair to pick on the poor man in person, so I shall refrain from saying anything about that. (Seriously, let's make this a larger media campaign, not a vendetta.)
