You seem to be consumed by the utter confusion that results from reading the arcane or incorrect word usage and concepts that are contained in confused web postings of amatures like myself. 8^) There is an enormous body of evidence that says the forces between permanent magnets, or even electromagnets like hoop coils, are conservative. It appears you are confusing torque with net linear force. Also, you might be interested to know that I have done FEA models of configurations very similar to the above, as well as actual torsion beam tests of them, and there is no net linear force.
