This is the only time anything important is ever done. However the real reason is that the situation has to get that bad before the average man on the street either becomes aware of it, or cares enough to put pressure on the politicians. The politicians in turn basically sit on their posteriors, collecting a fat cheque, until the people put pressure on them. That's what defines them as politicians, as opposed to statesmen, who act in the interest of the country, before the people pressure them into it.
