FWIW. For a "stored" Rotational Spectra of 120 microns (0.12 millimeter or 2.5e12 Hz)
or 0.01 eV/H2O molecule the stored water energy calculates out to about 30 BTU per pound.

The rotational "Triplet" or Vibrational "Singlet" spectra of energy stored in
the H2O molecule suggests that so-called over-unity may be stimulated dumping
of these stored-energy states that can range from a few joules to kilojoules.
