So, you are saying that this envelope somehow shields the particles within it from the effects of inertia? how?
 
As with Chernetski's plasma and Hutchinsons work - the publically known Rules do not apply either, because these devices are tapping into new areas of science that Governments would rather have PEOPLE ignore. Who then would die in defense of a commodity made almost useless, such as petroleum?

Later. Well I had a nice talk with Bruce Perault. He claims to have developed a technique to accelerate radioneuclide decay. This process produces usable energy. I mentioned the plasma experiment, he responded that it involves tritium, which explains the surplus energy. This is similar to the late Paul Brown's technology. Bruce says that his method is simpler and more effective than Brown's. Needless to say, he is keeping this technology secret. He did invite me to attend his upcoming conference however. I'm going to see what I can do to get backing.
